Where can i buy a google android tablet 10.2 inches with a webcam for less than 200 dollars?

I want to get these for my children for christmas but i don’t want to spend a lot. They need to be 10.2 inches (larger is better ) and they need to have a webcam.

If I know what open source software is, I believe it is pretty much the same thing as freeware, which means that anyone can get it for free. So given that, can you download Android onto a computer and then place it on any phone? And if you can, how do you do that? I have an LG Chocolate Touch.

the Android OS is a combination of both software and hardware. while you may be able to find an android ROM, it will not bed in correctly on non android phones because of this.
