How to create an android application or theme?

I wanted to start developing one or two android applications, themes or software.
I was just wondering if theres anything specific i need to read,or new software i need to learn.

Obviously im looking to make something really simple.

I want to watch the Android Saga from the moment Android 17 and 18 are activated, which season (and which disc of the season) are the two androids activated?

I would also like to know which saga of Dragon Ball GT has Android 17 and Super Android 17.

4th season for the android saga
Don’t know exactly what disc
2nd season for the hellfighter 17

android 17 and 18 are activated in season 4 – disc 5 – episode 133.

i judge the super android 17 saga are the episodes 26 – 32 of dbgt.
