Is there a network monitor software that can monitor other devices?

Hey.. Im wondering if its possible to monitor network to a smartphone or a psp like i want to see what my small brother is doing on the internet with his computer or his mobile or PSP..

Okey here is what im going to do; My HTC hero is gonna have a huge FOTA update and i want to steal the link to the package its downloading

If the device is operating over WIFI, you can connect to the WIFI and run a “packet sniffer” like Wireshark. That will let you see information as it is transmitted over the air. But, the HTC may have the information encrypted when you view it in Wireshark. Unfortunately, if that is the case there is no way to get the link.
